Employee Parking Administration

1. GENERAL

1.1 Available parking is limited at the Library’s facilities and is intended for the use of library customers. The Library will allow employees to park their personal vehicles in library lots where it is feasible to do so while still allowing sufficient parking for customers, and unimpeded access to the building for emergency personnel and others as necessary. Where paid parking is available on a monthly basis Library Administration may negotiate reduced rates for library employees with any vendor responsible for managing the library’s parking facilities. 

1.2 This policy is divided into the following sections:

Section 1 – General
Section 2 – Parking at the Downtown Library
Section 3 – Parking at the East Side, Hillyard, Indian Trail, Shadle, and South Hill Libraries

2.PARKING AT THE DOWNTOWN LIBRARY

2.1 Garage Parking

2.1.1 Any employee working at the Downtown Library may purchase a monthly parking permit directly from the vendor managing the parking facility. The cost of the permit will be determined by the vendor, but may be available to library employees at a reduced cost. The number of monthly parking permits is limited. Therefore, permits may not be available to every employee who applies. The vendor is solely responsible for managing permits and approving or denying requests for permits. 

2.1.2 Employees without a permit may occasionally use the lot for short term parking and will pay the normal parking fees when doing so. Since the lot is intended for the use of customers, employees are discouraged from parking in the garage for the duration of their work shift unless they have been issued a monthly parking permit. Employees who come to the Downtown Library to attend a meeting or to conduct other library business may park in the parking garage. Per Library travel policies the cost will not be eligible for reimbursement. 

2.1.3 Several spaces are marked “Reserved for Official Use.” Some of these are assigned to Library fleet vehicles and for the use of the Library Director. Any remaining spaces may be made available to specific employees on a temporary or permanent basis, based on their work-related need for access to their vehicle, and as determined by the Library Executive Director. Alternatively, an employee who requires access to his or her vehicle for work-related purposes may be given a set monthly automobile allowance rather than an assigned parking space, at the Executive Director’s discretion. 

2.2 Parking in the Loading Dock Area

2.2.1 Some spaces in the loading dock area may be assigned to specific employees on a temporary or permanent basis, based on the need for access to their vehicle for work-related purposes, and as determined by the Library Executive Director. 

2.2.2 One space in the loading dock area is marked for short term (not to exceed 1 hour) employee parking. The Library Executive Director may, however, grant permission to an employee to use the space for a longer period of time in order to facilitate library business. 

2.2.3 Any employee may park at the loading dock for short periods of time (generally no more than fifteen minutes) while loading and unloading materials or supplies. The vehicle must be moved promptly when the employee has finished loading or unloading. 

2.2.4 Employees whose regular work shift ends later than the Library’s closing time on any given day may park in the loading dock area on a space available basis beginning at 3:30 pm. Use of the area for this purpose must not block the egress of other vehicles, or access to the disabled parking space, the dumpster, or the parking garage. A qualified employee who has parked elsewhere and who wishes to move their vehicle to the loading dock area after 3:30 pm may do so during their meal period. Paid time will not be allowed for this purpose. 

2.2.5 Any employee who parks their personal vehicle in the loading dock area (other than those who have been assigned a space) must place a sign or a business card on the dashboard of the vehicle identifying it as an employee owned vehicle. Unmarked cars parked in this area may be towed at the owner’s expense. 

3. PARKING AT THE EAST SIDE, HILLYARD, INDIAN TRAIL, SHADLE, AND SOUTH HILL LIBRARIES 

3.1 Employees may currently park their own vehicle in any of these lots while at work. Since the parking lots are intended for customer use, employees should leave the spaces closest to the building available for customers. Library Administration reserves the right to limit employee use of these lots in the future should availability of parking for customers become an issue. 

3.2 Employees must use a marked parking space and may not park elsewhere in the lot, as parking in other areas may block access for emergency responders or others. Any vehicle blocking access or egress may be towed at the owner’s expense. If parking is not available in the Library’s lot, the employee will be responsible for resolving the issue by locating alternate parking, or using an alternate method of travel to and from work.
