grant management procedure

Adopted by Spokane Public Library Board of Trustees on March 7, 2016.

PURPOSE

To establish procedural guidelines for all Spokane Public Library staff to apply for grants that pursue and enhance the mission and/or strategic direction of the library.

PROCEDURE

Any staff member within the Spokane Public Library organization may apply for a grant with the procedural guidelines as listed in this document.

Any grants or monies that are applied without following the requirements in policy, the Spokane Public Library reserves the right to refuse funds. Staff will not be permitted to apply for any grants or monies without following the outlined process.

Process as follows:

  1. Grant Identified
  2. Applicant to fill out internal ‘Grant Interest Form’
    • If applicable, grant applicant will receive supervisors’ approval prior to filling out the form
  3. Submit to SPL Executive Assistant
  4. Application to management team for review
  5. Management team either approves or denies the grant proposal
    • If it is denied, the submitter will be notified of the reason(s)
  6. If approved, applicant will form a Solutions Team to work on the grant proposal
  7. Grant will be submitted to the Executive Assistant at least one week prior to grant due date for Management team to review
  8. Applicable changes may be made at this time
  9. Applicant is directed to submit

Where applicable, the Finance Director and Executive Assistant will notify the City of Spokane grant management department and follow established city procedure on reporting.
