TECHNOLOGY AND INTERNET POLICY

Adopted by Spokane Public Library Board of Trustees on June 21, 1995; revised March 22, 2000, January 16, 2002, March 16, 2004, November 15, 2006, and December 18, 2012, July 26, 2016, October 16, 2018, June 17, 2025.

Spokane Public Library provides access to technology, internet, and digital tools to support lifelong learning, creativity, workforce development, and equitable access to information. This policy outlines the appropriate use of Library technology (including public computers, Wi-Fi, media studios, and loanable devices in alignment with the Library’s mission to empower individuals through learning, innovation, and community partnerships. Technology services are available to all Library users with a valid Library card or, with limited functionality, through a guest pass. Public Wi-Fi is available to all users without the need for a Library card. All users must comply with this policy and the Library’s Code of Conduct when using any Library technology. The Library is committed to equitable access, digital literacy, sustainability, and innovation. This policy is reviewed on a regular schedule to ensure alignment with community needs, emerging technologies, and equitable practices.

PUBLIC COMPUTERS & INTERNET ACCESS

  • Computers are available on a first-come, first-served basis or may be reserved online. Time limits may apply during periods of high demand.
  • The Library provides filtered computer and Wi-Fi access to restrict access to content that is illegal, obscene, harmful to minors, or that compromises network security, in compliance with the Children’s Internet Protection Act (CIPA). Additional filtering is applied to enhanced accounts for users under age 13.
  • Users may request a site review if they believe a site has been inappropriately blocked. Staff will assess requests for temporary or permanent unblocking.
  • Internet access is not guaranteed to be private or secure; users are responsible for protecting their personal information.
  • Viewing or distributing material that is obscene, harmful to minors, or illegal under federal, state, or local law is prohibited.
  • Users may not install personal software or make changes to Library computers. Attempts to damage or bypass security features are not permitted.
  • Users must provide their own storage devices. Content is not retained on Library equipment. The Library is not liable for lost or damaged files. 
  • The Library respects the role of parents and guardians in guiding their children’s Internet use. Parents who do not want their child (under 18) to access the Internet on Library computers may request a block. The Library cannot guarantee children’s safety online or prevent unauthorized access, sharing of personal information, or other unlawful activity. It is the responsibility of parents or legal guardians to monitor their child’s Internet use.

MEDIA STUDIOS

  • Media studios are available by reservation for audio/video recording, podcasting, digital editing, and other creative media projects. A valid Library card is required for reservation.
  • Users must provide their own storage devices. Content is not retained on Library equipment. The Library is not liable for lost or damaged files.
  • Users are expected to handle all equipment with care, supporting the long-term sustainability of these shared resources.
  • Staff may assist with basic orientation to studio equipment or refer users to relevant learning resources upon request.

USER & STAFF RESPONSIBILITIES

  • Users must respect the rights, privacy, and safety of others while using Library technology.
  • Library staff are responsible for administering this policy fairly and transparently, including decisions related to content filtering, suspensions, and access restrictions.
  • A process is available for users to request reviews of access limitations, site blocking, or policy enforcement decisions.
  • Repeated or severe violations of this policy may result in temporary or permanent suspension of technology privileges and/or Library access, in accordance with the Code of Conduct.

EQUITY, INNOVATION & SUSTAINABILITY

  • This policy is designed to ensure equitable access to technology for all community members, regardless of background, income, language, or ability.
  • The Library commits to offering assistive technologies and accessible interfaces for users with disabilities.
  • Policies and services are regularly reviewed for potential disproportionate impacts on marginalized communities.
  • The Library welcomes community feedback to help shape emerging technology offerings and pilot new services that reflect Spokane’s evolving needs.
  • Responsible acquisition, maintenance, and disposal of technology is practiced to support digital sustainability. This includes prioritizing energy-efficient devices and environmentally responsible use of shared technology resources.
